Is this discrimination?

I heard an interesting news item this morning. Minimum wages have been set (which is a good thing, I think) for security guards in the UAE.
The minimum wage is 6,000dhs per month - if they're emirati.
If, however, they're expats, the minimum wage is 2,000dhs per month.
Hmmm.
