The UAE is in the process of issuing ID cards for everyone who lives here, locals and expat included. This process started a year or two ago with a huge fuss and threats of fines if we weren't all registered by about a year ago. However, they ran into major problems with their processes and many many many people are still not registered.
I have tried frequently to either get an appointment for registration and it's not possible. I have several times arrived at the registration centres in the hopes of finding cancellations, but no luck. So last week I joined the queues of people waiting to register without appointments, with 3 kids in tow. Yes, they also needed to be registered.
To cut a long story short, it took us about 2.5 hours, but our registrations are submitted.
